    • Determine quorum of members, agenda approval
    • Approval of February 15 meeting minutes  
    • Budget overview: $5,359.43 balance for 2021

  3. Guest: Senator Marci Francisco
    • FPC working groups to share highlights of recent work and current priorities
    • Learn from and discuss with Senator Francisco state-level food systems efforts and implications
  4. Rural Zoning and Ag Land Protection
    • Update from Food and Farm on efforts by Douglas County Zoning and Codes to prioritize agricultural and sensitive lands for preservation from development
    • Action Item: Consider approving memo from the FPC to the County Commission highlighting policies within FSP Objective 2.1: Protect High Quality Agricultural Lands to complement Zoning’s proposal of text amendments to the subdivision plans and Plan 2040
  5. FPC Update to County and City Commission
    • Potentially aim for a May presentation
    • Working Groups: devote time in your April meetings to discuss what you would like to highlight from your Goal areas; identify if anyone would like to participate in delivery of update
  6. Focus on Equity
    • Working Groups: consider including in your work plan to investigate what are other communities are doing related equity and your working group goals
    • Potentially divide research at next WG meeting(s) and report back to full Council (timeline for discussion)

      1. Motion to approve with addition of “Discuss Changes in Membership” item by Melissa, second by Marlin. Motion passes.
    • Approval of February 15 meeting minutes  
      1. Motion to approve by Elizabeth, second by Ashley. Motion passes.
    • Budget overview: $5,359.43 balance for 2021

  3. Approved Addition: Discuss Changes in Membership
  4. Guest: Senator Marci Francisco
    • FPC working groups to share highlights of recent work and current priorities
    • Learn from and discuss with Senator Francisco state-level food systems efforts and implications
      1. HB 2310: “Creating the Kansas healthy soils fund and the Kansas healthy soils initiative” has been introduced and referred to the Committee on Agriculture. There may be opportunity for Douglas County/DCFPC to support next year.
      2. Proposed that DCFPC work with other KS FPCs to organize a local food policy hearing for the Senate during the first two weeks of the 2022 session.

      1. Melissa is willing to participate in delivery.
      2. Goal should be to report out and also inform of next steps or where support is needed.
      3. Acknowledge Working Group representation. Include list of members.
      4. Working Group reps email Kim with areas to address / needs and next steps.
  7. Focus on Equity
    • Working Groups: consider including in your work plan to investigate what are other communities are doing related equity and your working group goals
    • Potentially divide research at next WG meeting(s) and report back to full Council (timeline for discussion)
      1. Kim will look for notes from past exercise on equity connections to Working Group goals.
