The Treasurer's Office provides services related to Motor Vehicles and Taxes for Douglas County, Kansas.

Governor Kelly signed a new executive order on July 8 related to vehicle registration and regulation during the COVID-19 pandemic. Kansas residents who have purchased a new or used vehicle between January 1, 2020, and May 31, 2020, will have an extended time period to title and register their vehicle. The deadline depends on when you purchased the vehicle. The new deadlines are:

  • August 31 for vehicles purchased in January.
  • September 30 for vehicles purchased in February.
  • October 31 for vehicles purchased in March.
  • November 30 for vehicles purchased in April.
  • December 31 for vehicles purchased in May.

All vehicle purchases on or after June 1, 2020, do not have any extensions. They have 60 days to register their vehicle.

Registration renewals from March 1, 2020, through June 30, 2020, must be renewed by November 14, 2020. Registration renewals beginning July 1, 2020, and going forward must be renewed within the regularly scheduled month.

The Treasurer’s Office and its satellite offices are closed to walk-in public traffic. Staff continue to assist the public by phone, email or appointment.

    For questions about motor vehicle services:

    Residents who purchased a new or used vehicle can schedule an appointment for an in-person visit at the County Courthouse. Currently, the wait for an appointment is about two weeks. To make an appointment, call 785-832-5273.

    Q: How do I renew my vehicle tag?

    A: There are three options to renew vehicle tags:

    1. Online at: ikan.ks.gov

    2. Mail to: Douglas County Treasurer's Office, P.O. Box 884, Lawrence, KS 66044

    3. Place in one of the three Treasurer’s Office drop boxes. They are located at the:

    • County Courthouse, 1100 Massachusetts Street (It's a red drop box located in the small parking lot on the south side of the building. As you are exiting, it's on the right-hand side of the lot).
    • South Lawrence office, 2000 W. 31st St. (It's a silver drop box just outside of the store front on the east side of the parking lot).
    • West Lawrence office in Dillons grocery store, 3000 W. Sixth St. (It a blue drop box located at the east end of the customer service counter right above the USPS mail drop).

    If you don't have your vehicle renewal notice, visit https://mvs.dmv.kdor.ks.gov/PrintRenewals to find the amount due.

     

    Q: I just acquired a new/used vehicle. What do I do?

    A: Please take clear pictures of the front and completed back of your title as well as any sales tax receipt or bill of sale you may have received. Email the images to motorvehicles@douglascountyks.org. If you are wanting to transfer a plate from a previous vehicle, please include the plate number in your email. We will contact you with a quote, instructions, and any additional paperwork you may need.

     

    Q: I have sold my vehicle. What do I do?

    A: If you do not intend to transfer the plate to a new vehicle, you may be eligible for a refund of remaining property tax. Please make a packet of the following:

    1. Refund form (pdf) filled out and signed.
    2. Copy of registration.
    3. Plate.

    You can leave your packet in one of the drop box locations. A refund check will be mailed to you.

     

    Q: I just acquired a new/used vehicle and do not have a plate from a car I no longer own to use as a temporary tag. What do I do?

    A: There are two options to receive a 60-day temporary tag:

    OPTION 1: BY EMAIL

    Please email pictures of all of the following documents to motorvehicles@douglascountyks.org:

    OPTION 2: BY DROP BOX

    Please make a packet with copies of the following documents:

    • copy of front and back of the title with the purchasers information completely filled out.
    • copy of current insurance for vehicle.
    • 60-day permit application (pdf).
    • $8.00 payment by check, cashiers check, money order made payable to Douglas County Treasurer.

    Leave at one of our drop box locations.

     

    Q: I lost the title to my vehicle. What do I do?

    A: Please email the VIN number to motorvehicles@douglascountyks.org, so we can advise you on your next step.

     

    Q: I have a disabled form for a new placard signed by my doctor. What do I do?

    A: Send a picture of your completed form filled out with your information and signed to motorvehicles@douglascountyks.org. State in the email if you want 1 or 2 placards.

    OR

    Put your form in an envelope. Make a note if you want 1 or 2 placards. Write your last name on the outside of the envelope and "disabled placard." Leave in one of the drop box locations.

    Your placards will be mailed to you.

     

    Q: I need to renew placards that are about to expire. What do I do?

    A: Print and fill out this form: https://www.ksrevenue.org/pdf/tr159a.pdf

    Send a picture of your completed form filled out with your information and signed to motorvehicles@douglascountyks.org.  State in the email if you want 1 or 2 placards.

    OR

    Put your form in an envelope. Make a note if you want 1 or 2 placards. Write your last name on the outside of the envelope and "disabled placard." Leave in one of our drop box locations.

    Your placards will be mailed to you.

     

    Q: I renewed my sticker/submitted my documents to register my new vehicle. I have not received my sticker/ plate and now my plate/temporary tag is expired. What do I do? 

    A: You can continue to drive on the expired plate or temporary tag while you wait. According to the Governor's executive order at this time, you do not have to register or renew your plate until the order is lifted. You will then have an additional 60 days to register or renew.

     

    Q: I need to renew my plate. What do I do?

    A: OPTION 1: By mail or drop box

    Please make a packet that includes the following:

    1. Renewal notice (If you do not have your renewal notice, you can reprint it at http://mvs.dmv.kdor.ks.gov/PrintRenewals/ )
      OR
      Fill out Plate Renewal worksheet (pdf)
      OR
      You may handwrite the information on the renewal worksheet on a separate paper if you do not have access to a printer.
    2. Include copy of insurance for each vehicle
    3. Payment option (Check, cashier’s check or money order made payable to Douglas County Treasurer. If wanting to pay by card, please fill out the card authorization form (pdf) and include in your packet).

    Mail your packet to P.O. Box 884, Lawrence, KS 66044 or leave in one of our drop box locations.

    Your sticker will be mailed to you. Please allow two weeks for processing.

    OPTION 2: Online at: https://ikan.ks.gov/

    Follow instructions on website. If you do not have your renewal notice and need a PIN to renew online, you can reprint it at http://mvs.dmv.kdor.ks.gov/PrintRenewals/

    Your sticker will be mailed to you. Please allow two weeks for processing.

    Note: You are ineligible to renew online and will need to renew by mail or drop box if:

    • You have moved during your registration period.
    • If your plate has expired.
    • Your insurance company did not submit your policy information to the state or the vehicle does not have insurance (For example, trailers that do not have their own policy).
    • You have a personalized plate and need to reorder in the new 2020 series.

     

    Q: What do I do if I have moved but my new address and old address are within Douglas County?

    A: Please follow the instructions for renewing by mail or drop box. Please make obvious note of your new address.

     

    Q: What do I do if I have moved to Douglas County from a different county?

    A: Please email motorvehicles@douglascountyks.org or call 785-832-5273 for the correct amount due and then follow the instructions to register by mail or drop box.

     

    Q: What do I do if my plate is expired and I am unable to renew online?

    A: If your plate expired after January 1, 2020, please follow the instructions on how to renew by mail or drop box. Currently, there are no late fees for these vehicles. If your vehicle expired prior to January 1, 2020, please email motorvehicles@douglascountyks.org or call 785-832-5273 for the correct amount due and any additional forms you may need.

     

    Q: What do I do if I have a personalized plate in the Sunflower series?

    A: The 2015 personalized plate cycle has ended. All 2015 personalized plates need to be reordered in the 2020 design or switched to a standard plate. The 2020 design looks like this:

    If you would like to reorder your lettering in the 2020 design, please print: https://www.ksrevenue.org/pdf/tr715.pdf.  Please fill out and sign. Follow the instructions for renewing by mail or drop box and include an additional $45.50 in your total. If you do not wish to reorder, please follow the instructions to renew by mail or drop box and include a note that says you do not want to reorder in the new design and would like to switch to a standard plate.
